Tally — the running count

Reads speccost-cube.json, trace-manifest.json, and objective-map.json only. Nothing is re-priced or re-bound here; every grouped figure carries its grouping method, every amount its pricing model. Unbound spend is shown in raw tokens — the cube carries no priced figure for it, and Tally never invents one.
